The play is set in an Edinburgh hotel, where three friends arrive to celebrate a birthday. The birthday gift, usually only a token present, has been forgotten so a replacement must be found. Although a packet of chocolate biscuits is suggested, this is misinterpreted and a box of penguins is bought. The birds turn out to have been stolen from Edinburgh Zoo and when the police turn up at the hotel, the friends must find a way to return the penguins without being found out.
